Well, there Are many factors that can be traced to that...

1. The 4 campaigns might for different businesses..

2. It could be that the page/ad account was not either created on business manager indicating that it will be used for business purposes.

3. I could be that the ads doesn't comply either fb ads policy which they don't joke with.

4. If you have business manager account, check if your email address is verified...( very important).
